Mental Health Services


As specified in House Bill 28, public Institutions of Higher Education shall shall provide information on the availability of local mental health, student health services, and counseling services.

WhAT IS Mental Health Program Access and why is it Important?

Behavioral health* care is high-quality, comprehensive, culturally appropriate and timely strategies providing year-round continuity of care; this includes providing individuals with readily available access to behavioral health information, counseling, treatment and resources.

Access is ensured by policies and standards that:

  • Ensure all campus community members* in distress are recognized;
  • Supply adequate resources;
  • Utilize on- and off-campus partners; and
  • Embody the continuum of care, including primary prevention, intervention, treatment and recovery support.

Quality behavioral health programs assist in recognizing and meeting the needs of campus community members in distress by maintaining awareness of and providing access to the services needed. Quality behavioral health programs include access to a comprehensive continuum of care that encompasses primary prevention, intervention, treatment and recovery support.  Access to behavioral health care has to extend beyond the physical boundaries of the campus and meet needs wherever enrolled students may be located.

theSE Components must be included for Effective Mental Health Program Access

  • Information on local behavioral health services and a clear plan on how campus community members are informed regarding the availability of those services
  • Formalized agreements among Institutions of Higher Education and community providers
  • Strategies to address continuity of care, especially when students enter the institute of higher education and then leave for winter and summer breaks or graduation
  • Local needs assessments or resource mapping
  • Effective peer support programs in place
  • Clear communication to campus community members regarding benefits and eligibility
  • Evaluation of campus community members’ awareness of available campus behavioral health resources

*As used in this context, “campus community members” means the students enrolled in a public institution of higher education and the faculty and staff employed by that institution.

*As used in this context, “behavioral health” means mental health and addiction services.
